Project Description:

The impact of the Action is improved protection, respect and fulfilment of human rights of the vulnerable, identification and fight against discrimination in all its forms through supported CSOs and governmental structures active in the human rights/democracy field. The Action will aim to increase civil society space to support marginalized, stigmatized and isolated vulnerable groups and promote dialogue about long-term negative effects on their rights violation and how to apply right based approach and gender mainstreaming methods. More, the Action will offer effective mechanism for monitoring all forms of discrimination. CSOs will build capacities through specialized trainings, Human rights/Democracy academy, direct financial support and peer mentoring activities at the local and national level with the purpose to protect and empower individuals with respect of rights-based methodology, promoting the system for human rights and democracy. The Action will lead government institutions in BiH to recognize the importance and value of civil society participation in reform processes in order to build stronger democracy, enforcing all rights, improving accountability, non-discrimination and equal access to all that ultimately achieves better policies and the fulfilment of all human rights of vulnerable groups (elderly people, PwDs, GB/DV, Youth at risk, Migrants/EVI, LGBTI). The proposed activities will directly promote and protect vulnerable group rights, fight discrimination and strengthen human rights development based on Human Rights Based Approach methodology and CSOs participation in policy and decision making process. As a subtheme, gender issues will be integrated in the all programs of CSOs and its interactions with stakeholders promoting transformative and inter-sectorial approach to the policies and the actions. CSOs will be trained to implement gender mainstreamed procedures into their actions, leave no one behind-social mapping method including fighting against gender-based violence, discrimination and promoting vulnerable group rights. Media will acquire reliable information sources for responsible reporting on the vulnerable groups’ issues and EU Charter of Fundamental Rights. Also, the visibility of the Action and of the EU funding will be secured throughout conducting project activities.

Overall objective:

Protect, respect and fulfil the human rights of vulnerable groups, identify and fight discrimination in all its forms by supporting CSOs and governmental structures active in the human rights/democracy field.

Specific objectives:

1. To achieve stronger capacity of CSOs to influence decision making process in protection of human rights and anti-discrimination policies of vulnerable groups,

2. To engage in structured civic dialogue with governments at all levels promoting and protecting fundamental freedoms and policies designed to protect human rights and democracy.

Final beneficiaries: The Action is focused on two main final beneficiaries:

1. Vulnerable groups (elderly people, PwDs, GB/DV, Youth at risk, Migrants/EVI, LGBTI), at least 400 citizens informed about their rights based on LNOB social mapping method.

2. CSO Beneficiaries: a) at least 400 vulnerable citizens identified and informed about their rights based on LNOB social mapping method b) at least 20 CSOs trained in Applying the Human Rights Based Approach and implementing gender mainstreaming, c) at least 25 representatives of CSOs and Gov’t representatives dealing with human rights/democracy and social welfare trained and raised awareness-HRBA, d) at least 8 grass-root CSOs financially supported to help achieving the project objectives, e) at least 5 CSOs supported through peer mentoring in quality management/standards/strategies/HRBA documents, f) at least 20 CSOs trained in Beneficiaries for Beneficiaries approach through LNOB (leave no one behind) social mapping method to empower vulnerable individuals.

Target groups:

1. At least 30 CSOs human rights defenders/social service providers, 2. At least 20 Policy Beneficiaries: a) Ministry of Human Rights and Refugees, b) Institution of Human rights Ombudsman, c) at least 3 Ministries in charge of social welfare policies, 3. Vulnerable population and their families, 4. Media, 5. Wider public will be better informed on human rights and democracy.

Project activities: The action is consisted of two main clusters – directions of intervention:

Cluster 1: Empowerment of CSOs-human rights defenders/social service providers-equality, inclusion and respect for vulnerable groups:

1.1 Stakeholder meetings,

1.2 Applying the Human Rights Based Approach and gender mainstreaming into CSOs program practices through trainings,

1.3 Human rights/Democracy academy – horizontal educational approach,

1.4 Financial support to grass-root CSOs developing HR community-based services and advocacy initiative,

1.5 CSOs Peer Mentoring for increasing quality standards/strategies to influence policy-making and HRBA documents to create ripple effect,

1.6 Training of CSOs on protecting and empowering individuals-Beneficiaries for Beneficiaries approach through LNOB social mapping method.

Cluster 2: Policy Influencing and Awareness raising:

2.1 Context gender analysis – with the emphasize on preventive activities in socio-economic and human rights protection,

2.2 Shadow report for monitoring and reporting efforts,

2.3 Awareness-raising and communication campaign-Human Rights caravan-Reinforce freedom of expression and equality in the media aimed at sensitization of reporting about human rights and democracy of marginalized group.

Project results:

R1. Strengthened capacity of CSOs to influence the decision-making process in the protection of human rights and anti-discrimination policy of vulnerable groups through stakeholder meetings, trainings, financial support to CSOs and peer mentoring.

R2. Engaging in a structured civil dialogue with governments at all levels promoting and protecting basic freedoms and policies designed to protect human rights and democracy through context gender analysis, shadow report and media and communication campaign/caravan.
