
From 24 to 27 March 2026, a study visit was organized within the Empowered project, bringing together around 40 participants from six Western Balkan countries: Bosnia and Herzegovina, Serbia, North Macedonia, Albania, Kosovo, and Montenegro.
The visit included activities in Croatia and Slovenia, focusing on deinstitutionalization, the development of community-based services, and the employment of persons with disabilities. In Croatia, participants visited Sveti Ivan Zelina, where they learned about the work of the “Srce” Association, including community-based services, supported housing models, and day-care programmes. Discussions with local stakeholders enabled valuable exchange and opened important questions related to support systems for persons with disabilities.
In Slovenia, the programme focused on institutional frameworks, legislation, and inclusive employment practices. Participants visited the inclusive company Želva and the University Rehabilitation Institute Soča, gaining insight into practical models of employment and vocational rehabilitation. During the programme in Ljubljana, Tanja Fajon, Deputy Prime Minister and Minister of Foreign and European Affairs of the Republic of Slovenia, addressed participants, highlighting the importance of strong institutional support and a strategic approach to disability inclusion.
Through presentations, discussions, and site visits, participants gained practical knowledge on support models, including personal assistance, community-based services, vocational rehabilitation, and employment measures. A strong emphasis was placed on knowledge exchange and adapting good practices to the Western Balkan context.
The study visit represents an important step towards strengthening regional cooperation and improving inclusive policies and practices in the field of social protection and employment of persons with disabilities.
