The Municipality of Foča and the Municipality of Travnik have taken an important step towards improving inclusion and protecting the rights of persons with disabilities by adopting Action Plans for the Improvement of the Rights and Position of Persons with Disabilities for the period 2026–2028. The Action Plan in Travnik was adopted by the Mayor of the Municipality, while in Foča the document was adopted by the Municipal Assembly of Foča.

These strategic documents define priority measures and activities aimed at creating more accessible and inclusive local communities through improving access to public institutions and services, developing social services, strengthening inclusive education, and increasing opportunities for the active participation of persons with disabilities in social life.

As part of the implementation of the planned activities, several concrete projects are envisaged that will contribute to improving accessibility and support for persons with disabilities, including the adaptation of public spaces and the improvement of infrastructure within local communities.

The Mayor of the Municipality of Travnik, Kenan Dautović, emphasized that this document represents an important step towards creating a fairer and more accessible environment for all citizens.

The Action Plans were developed through a participatory process involving representatives of local institutions, organizations of persons with disabilities, the private sector, and civil society organizations.

The documents were developed within the framework of the regional project “EMPOWERED – Inclusion of Persons with Disabilities, Regional Cooperation and Development in the Western Balkans,” implemented by Arbeiter-Samariter-Bund Deutschland e.V., while at the local level it is carried out by partner organizations, including LIR Civil Society. The project is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ).
